The needs, the difficulties and the probabilities of a pre-diagnosis program with resources available both at the Department of Public Health of Bahia, Brazil, and the Federal University of Bahia are pointed out. The results of this program shall offer, to the first institution, the informations needed to its planning process, and to the second, the field needed to its own work.
