After discussing some aspects of dispensary medical care, proposals on the reorganization of the outpatient Department of the Rio de Janeiro University Teaching Hospital in an attempt to establish a Primary Health Care Programme are presented. The findings of a survey on utilization patterns of the oupatient services are also presented. Some teaching aspects of the programme are discussed.
