In the present paper, a brief review of characteristics and consequences of health policies of the last two decades is presented, in order to outline the contradictory nature of the CONASP Plan, as simultaneously cost reduction with medical care and invasion of rationalization policies into the realm of Social Security. A proposition of Integrated Health Actions as a component generated from the CONASP Plan and as a redefinition - towards-democracy of a given rationalization trend which achieved more space with the advancement of the democratic fights. Thus, ten reasons to support the IHA in the current context are presented and discussed: 1) Principles and objectives coherent with those of the movement for democracy in health; 2) Decentralized planning and administration; 3) Decision levels susceptible of political negotiation; 4) Concrete possibility of organized popular participation; 5) Establishment of a Unified Health System; 6) Acceptance of the federative principle; 7) Support of social forces active in the sector; 8) More concrete perspective o f feasibility; 9) Incorporation of planning to the institutional praxis; 10) Responsability of the Universities in the formulation and implementation of health policies. Finally, the paper tries to identify allies for the IHA strategy to rebuild the health sector, given that it is not possible to reinforce a false dilemma between the propositions of IHA and of Unified Health System.
